• Value engineering technical evaluation, options Vs cost research and make firm recommendations to Project Manager or management teams on forms of contract for the various construction packages to be implemented.
• Ensure that adequate and appropriate quality assurance and quality control systems and procedures are established and implemented by the engineering design team. Must be able to lead the QAQC departments and produce a suitability project qualities plan (PQP) for site implementations.
• The incumbent will report directly to the PED and may be required to attend and present reports to the Steering Committee and/or the Port Project Tender Committee.
• Any other duties are assigned which is deemed fit by the Project Manager or the Management.

REQUIREMENTS/QUALIFICATIONS:
• Bachelor’s degree in Civil Engineering, Maritime Engineering or equivalent.
• Between 10 & 15 years of experience, preferably those have the design back ground at offshore engineering; design, town planning, port planning, engineering experience, ground treatments and road works, value engineering with costing related experience, to create methodologies and sequence of construction stages and etc.
• Able to lead, built up and form up a good working environment for the engineering teams member.
• Must able to present and communicate the technical output with the management levels onto the technical point of expect for engineering point of view.
• Have the knowledge to prepare the documents or drawing needs of obtaining DEIA and Development Order.
• Able to organise and coordinate tasks for his or her subordinates.
• Communication and presentation skills in obtaining approval for design.
• Must be able to analyse and calculate the design by consultant and do up the value engineering Vs cost evaluation and comparison in order to advice the management for option selections.
• Must have the knowledge engineering software related with Maritime, structure analysis and ground treatment analysis.
